Accessibility statement for The PEACE Programmes Learning Platform

 

This accessibility statement applies to The PEACE Programmes Learning Platform website: https://peaceplatform.seupb.eu/

This website is run by the SEUPB (Special EU Programmes Body). We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • most older report PDF documents are not fully accessible to screen reader software
  • video files do not have captions
  • audio files do not have captions
  • the map on the Learning dashboard, cannot be viewed in a larger window – as this is just an overview. A larger map is available in the Project Query, under the ‘Lead Partner Locations’ tab

Non-accessible content

 

The content listed below is non-accessible for the following reasons. This includes but is not limited to the following:

Non-compliance with the accessibility regulations

  • Some pages scroll in two dimensions on small screens (WCAG AA 1.4.10)
  • Some of our pre-recorded audio and video do not have captions (WCAG A 1.2.2)
  • Some of our link text is the same for different destinations, to support various screen sizes (WCAG A 2.4.4)
  • There are instances where interface elements in the footer do not have a visible focus indicator. (WCAG 2.1, Level AA, 2.4.7)
  • Some pages have section headings which are not clearly identified using HTML but <strong> tags. This is a failure of WCAG 2.1, Level A, 1.3.1

We will endeavour to repair as much of the above and any other identified issues within the next 12 months, by October 2022.

 

Disproportionate burden

 

Interactive tools

Some of our more interactive pages may be difficult to navigate using a keyboard. For example, the project query page and the range sliders used for project dates and budgets. These can still be adjusted using the associated input fields.

 

 

Content that’s not within the scope of the accessibility regulations

 

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. 

Any new PDFs we publish will meet accessibility standards.

 
Media Recordings

We do not plan to add captions to historical media recordings as they do not fall within accessibility regulations.

 
Online maps and mapping services

Online maps and mapping services are exempt from the regulations. However, an accessible alternative must be provided for essential information provided for navigational use. We do not use mapping for navigational purposes.

 

 

Preparation of this accessibility statement

 

This statement was prepared on 14th of September 2021. It was last reviewed on 8th of November 2021.

This website was last tested on 13th of September 2021. These tests have been carried out internally by the site developer with the assistance of WebAIM and UserWay reporting tools.

We used this approach to deciding on a sample of pages to test:

WebAIM was used against all pages on the site. The W3C approved WebAIM WAVE tool was used during the iterative development process, to report infringements up to and including all WCAG AA areas, such as missing alt tags, duplicated ids and contrast improvements needed. This information was fed back into the development process, such that all pages conformed to the WCAG AA standard during development.

In addition, UserWay scanning was employed to report against the main framework areas of the site towards the end of the development and testing process, to provide additional feedback on any WCAG A and AA guidelines not covered by the WAVE tool during development. The pages below were selected for additional analysis as they provide a full representation of the differing types of content and templates across the entire website, as outlined in the evaluation procedure section of the Website Accessibility Conformance Evaluation Methodology (WCAG-EM):

  • The Home Page: This is the initial page that most users, particularly new users, will see and contains the most valuable signposts and information relating to other areas of the site.
  • The Story of PEACE home page: This provides a basis for testing the framework for all Story of PEACE pages, regardless of the template used and content contained.
  • The Timeline page: This is a unique, but important page in the site, therefore deserves its own analysis.
  • The Learning Dashboard: This provides a basis for testing the framework for all Learning pages, regardless of their purpose.
